Ocean shader is world relative

The ocean graphics for the black void rotates around the world's origin.

Which is to say the further you are away from the origin and rotate the camera around the more the ocean jitters to reposition itself.

At the world's boundary with custom tiles placed down the ocean jitters so much that it's nauseating to look at when rotating.

 

Likewise being at the world's origin and rotating the camera will then make the ocean not rotate/jitter.


Steps to Reproduce
Generate a map with tiles out very far from the world's origin and rotate the camera around the player to see the ocean shader's jitter to an extreme.
