Nvidia GPU Power States Stuck After Game Crashes

During the gameplay of Don't Starve Together if the game crashes my video card becomes stuck in a lower power mode only running at about 600mhz instead of 1200mhz.

Currently the solution to this is to restart the computer or to reinstall the drivers.

This issue is hard to spot initially, I only realized what was happening after I noticed poor performance in other games. I then monitored the GPU to see what the issue was when I realized the card was running at half speed even under highly demanding games while the temperature was fine. The problem did not resurface until I once again crashed while playing Don't Starve Together.
