Non-russian cyrillic characters missing, displayed as question marks

I do not have any language packs installed and never had. The characters in question are:

is not displayed correctly, but not as a question mark. IIRC, this problem was always present, just found the time to report.

Currently it's Ubuntu 16.04, Steam run with native libraries.

Is there any way to use a custom font for chat?

ф (unicode value &#1092) should work. Unfortunately the others you listed are not provided by the fonts we use. You could create a font mod but all players will require to have it in order to see the characters (without the mod they will still get '?')
