When offering a fish to a King Merm, they drop offerings as such.
Giving a fish to a Merm waiting to be a king does nothing. It will not befriend them, give offerings, or contribute to making the Merm a king. The Merm takes the fish (making you lose 1 fish) but nothing happens.
