exclusion of wrapping paper

the bundling wrap is not currently craftable on default servers with no mods nor changes to world spawn. Is this a purposeful exclusion? if not please reinclude. thank you for your time.

normal world spawn and caves included on a survival server with 6 players and no pvp
Go to bugs

You can actually also get it from Klaus as far as I know.
