Please make sure you installed the Microsoft Visual C++ Redistributable to see if that works for the game. You can get the via the Microsoft website, here: https://www.microsoft.com/en-ca/download/details.aspx?id=29

Should the issue persist, run Don't Starve Together in WINDOWS 7 or WINDOWS 8 compatibility mode
- Go to c:\Steam\steamapps\common\Don't Starve Together\bin
- Right-click on dontstarve_steam.exe and choose "Properties"
- Choose Compatibility Tab > check "Run this program in compatibility mode for"
- choose Windows 7 or Windows 8 and check "run this program as administrator"

I followed your steps, the only difference is that when I attempt to start the game from steam I now receive the error message in the picture I posted. Beforehand it wouldn't give me the message unless I started it from the bin folder.
