Despawn mechanism of boat make mobs walk on the ocean

Hi, there is a glitch I found.
To show this problem, I use a mod called observer camera in the video.

To put the problem simply, if players walk away from the boat far enough, on some occasions, when it despawn, 
the edge of boats can't block mobs, which means that it can't prevent mobs from stepping out of it and walking on the ocean.
