Cursor only gives Inspect and Examine options for items in inventory

Items within the inventory cannot be equipped, dropped, moved to a different slot, etc, because when the mouse cursor is hovering over the item the only options available are Inspect with the left mouse button and Examine with the right mouse button. This error has only occurred to the host in our games. We were using mods, but we tried a different server without any mods and the issue was still happening. We started a brand new server and it was working just fine for several hours, however it then reverted back to the way it was before. We have used all the mods for a very long time without any issues and none have update recently. I have not had the same issue that the host has had.She is on a PC and is using Steam.
