Can you check your environment variables for http_proxy or HTTPS_PROXY?

You can do this by running Powershell, and entering 

Get-ChildItem Env:

https_proxy                   https://github.com/loot/skyrim.git
 

Yup, that'd be your problem. I'm not sure what sort of skyrim mod would have set it up, but I'd recommend removing that environment variable as it's interfering with the curl library.
