Clipping issue? Or normal interaction of Torn costume

There is a problem with Torn costume whenever a female character or someone wearing a skirt equips it

In the first image My character is wearing pants and does not change the below half of torn costume.

In the second image my character is female and is not wearing any pants thus showing her underwear and not the below half of torn costume.

And in the last third image my character is wearing a skirt and the skirt is showing up on torn costume, I don't know which one of these is a glitch or bug but I do know the wearing nothing one is probably a problem needing fixing.
