Certain Analog Inputs are Not Recognized When Rebinding Keys With a Controller

I wanted to play with a controller, and tried to rebind my keys. However, certain Analog Sticks are not recognized as inputs what-so-ever. I used a PS4 controller, however, I had a friend check their other controllers (PS4 Mini Controller and Nintendo Pro Controller), and still the same issue. The analog buttons with issues are as follows:

Left Analog Stick:

Up and Right

Right Analog Stick:

Up, Down, Left, and Right

Steps to Reproduce
Plug a controller into your game for steam. Go try to rebind any keys for the controller with the analog sticks. See that the mentioned inputs are not recognized.

Oh, and the steam version also doesn't have the target lock version that was implemented to the console versions as well.
