Cannot place a boat kit with Xbox 360 Controller PC

I cannot place a boat kit on water with an Xbox 360 Controller because when I try to place the boat, my character is in the middle of the boat to place. I would therefore have to be on the water to place the boat kit, which is not possible. I have to switch to keyboard to place the boat, then switch back to controller to play.
