I had just realized that WX doesn't make footfall sounds when walking on moon turf.
After doing some testing I think it only happens in winter, where all the sound effects are muted.
Steps to Reproduce
Pick a character (WX), set it to winter, and then walk across some moon turf

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
