I tested axe, luxury axe, pick/axe and moon glass axe as Woodie when a Lucy is in my inventory. None of them turns into Lucy. Is this the same as the previous version? Sorry, I can't remember well.
Steps to Reproduce
Chop a tree with an axe as Woodie, when Lucy is in your inventory.
