DST steam account creation bug

I purchased DST the other day, today i was planning on playing with a friend and when i load up the game it works fine but when i click on play it tells me no account found please create an account so i click on the create account option and the steam overlay browser pops up with the link however the page is just black. Nothing loads up i tried turning off the overlay so the link would open in my browser but still nothing loads. I restarted my pc , reinstalled the game and still no luck. other steam games work fine and i can't seem to find a solution this i googled for the past hour and no luck so hopefully here someone will be able to help.
