Repairing 0 HP sandbag more expensive than crafting a new one

I'm not really sure whether to call this a bug or not, but repairing a 0 HP sandbag to 200 HP (full) costs 2 sandbags. It is cheaper to hammer down the remaining 0 HP sandbag and place a new sandbag. This is SUPER inconvenient and illogical, don't you agree?

Steps to Reproduce
Manually attack a sandbag down to 0 HP and repair it with 2 sandbags.
