IsDLCEnabled no longer works properly

Lot of mods rely on this and in best situation they just fallback like it vanilla.

Steps to Reproduce
1)Make new game with RoG only enabled 2) IsDLCEnabled(REIGN_OF_GIANTS) returns false 3) IsDLCEnabled(CAPY_DLC) returns true
