ONI needs to be able to calculate the physical changes, including mass and heat on every tile on the map at least 5 times per second or the game doesn't function properly. That is not an easy computation. Civ 6 requires 3d graphics. Though 3d graphics are hard, high end modern phones have decent GPU's that at are designed to render 3d graphics.
