It's been sitting in everyone's speech files for awhile under the prefab "SEWING_TAPE" (not to be mistaken with the Sewing Kit). And based upon everyone's examinations, it's used to repair armor, etc. Spoiler Wilson = "Good for mending." Willow = "At least something around here can hold it together."
