For the sake of scaling the item correctly, it'd be a good idea to have the TF2 model in your file. Assuming you have SFM installed, the models can be found at the following path;

C:\Program Files (x86)\Steam\SteamApps\YOURSTEAMNAMEHERE\sourcesdk_content\tf\modelsrc\player

 

Assuming Blender is anything like Maya, you're best off referencing the rigs in instead of opening the files. This'll make it so you don't accidentally overwrite any of the existing files. Stick them on their own layer and hide/lock it as needed. <:

Ahhh quoting someone takes FOREVER. Anyway, I agree with all of this. However, I haven't actually made a TF2 cosmetic, just TF2 map assets. It's very similar, but there are certain things that are different. For instance, there's pretty much no rigging with map assets.

 

*Fun fact: Blender units are essentially equal to Hammer grid units just as an FYI.
