Allow us to make large, medium and small tree planters from saw horse

I'll do bullet points as I'm very tired after I post some demo pics

- Proof of concept, we already have festive tree planters, but the flaws of these is they will always grow trees to the maximum growth level.

- Picture above demonstrates caps to tree growth I'm proposing. Have different growth caps for different planters.

- Shown above, not counting the oven, we already mostly have versions of chairs and tables crafted from the saw horse. 

- Ruins chairs got normal chairs, winter's feast tables got tables, yet tree planters didn't get a non festive saw horse version.

- another flaw of festive tree planters is that we can't place them as close together as normal trees.

-  However, pros of festive trees is that the trees placed in them do not petrify.

- If you want to decorate with trees, one must either use festive planters or switch of forest petrification, which is a useful mechanic.
