I just checked and it does still give off light. It's like what -Variant said, you just need to keep it well fed.

It's a bit wonky, so make sure your boat is completely still, or you're at the edge of the water. 
It's good to have Geometric placement on, but that also can make it seem more wonky, pick your poison.

I'd suggest paying attention to the highlighter, if r-clicking puts it away try putting it closer.
