FPS changing is impossible

Steps to reproduce

Go to options and change Refresh Rate to 60 from 50. Apply, and leave the options. When you go back, it is back at 50.

Describe your issue

I can't change my refresh rate to 60 from 50. Always when I do it, I first apply and then close the options. Always keeps going back to 50. The reason why this is so annoying, is because it causes screen flickering, and I hate that. My monitor is 60hz, so that is not the problem. Shouldn't be too hard to fix though.
