prioritize doesnt work

idk if im doing wrong or not but no matter what i do i cant prioritize anything, its stuck in 5 and i have no idea why it is not moving downwards or upwards

There are many ways to set up priorities.

Press P to enter priority overlay. Select your priority in the list at the bottom right. Then 'paint' (click or block select) the priority over things whose priority you want to change.

When building something, there's small 1-9 list below the description of the building (left side of screen). Select the priority there to give the building command that priority.

When you click on a building, there's a small 1-9 list below the description of the building (right side of screen). Select the priority there to give the building that priority.

It's generally better to lower the priority of maintenance buildings/tasks you want your dupes to care of after executing your commands than to have to set elevated priority to every single of your commands.

At the bottom right below the priority icon, there's a list of numbers 1-9.
