I'm saying the Guest of Honor skin bears little resemblance to a cocktail dress, which is part of the file name of Willow's "formal" outfit. EDIT: STILL AN IDIOT WHO KNOWS NOTHING ABOUT FASHION That said, a Guest of Honor certainly implies some festivity, so a flaming skull...seems an odd present to bring to the birthday boy.
