One: How can I make my own science tab, that uses its own "science" machine? Two: How can I make a staff require ammunition to fire? There's plenty of mods with custom tabs (they're only one line of code!) and some with tech branches and research machines (not so easy). For the second one, you maybe should look at in-game items that consume resources upon useage. Or at gun mods, there's a hand full of those too.
