Issue Title: Emergency Drip+Distributed Processing=lost PWR

Issue Description: If you have one or more Distributed Processing augment and Emergency Drip program, being under 3 energy will always set the energy to 3, whether or not DP activated. It would make more sense if power was first raised to 3 and all other modifications done afterwards. This way, power wouldn't disappear.

I didn't get to test it, but I have a feeling the same thing happens with portable servers.

Steps to Reproduce: Have Emergency Drip and Distributed Processing. Get energy below 3, have DP give +1 energy at the start of the next turn.
